[EMS Users] Agency Demographics Information Review

As part of our continuing effort to improve quality, OEMS has been reviewing agency demographic information.  Demographic information refers to items such as Agency Information, User Information, Vehicle information, etc.  At this time, we need all agencies to review the required demographics information in the Virginia Elite system and ensure everything is complete and up to date.

[EMS Users] Access to Analytical Reports now available

All users with EMS Agency Administrator level access and Regional Counsel access should now have access to Analytical Reporting in the Virginia Elite system.  This can be access in Report Writer under Tools.

[EMS Users] NEMSIS v3.3.4 deadline is approaching

At the end of the day on Sunday, December 31st 2017, Virginia will stop accepting data submitted by 3rd party systems using the NEMSIS v3.3.4 format.  All agencies that use a 3rd party system need to be submitting NEMSIS v3.4.0 formatted data by this date. 

The Virginia Elite system is currently capable of accepting both versions so agencies do not need to wait until 12/31/2017 to begin submitting v3.4.0 data   Agencies that exclusively use the Virginia Elite system for direct entry are not affected.

While Virginia (per the data dictionary) follows the NEMSIS revision schedule, NEMSIS just recently extended their acceptance of v3.3.4 data.  But, Virginia continues to experience issues with the quality of data submitted.  By closing out v3.3.4 as originally scheduled by NEMSIS, our hope is to stabilize the quality of the data being submitted and begin working with individuals, agencies, and vendors on improvements.  With over 60% of agencies now reporting v3.4.0 data to the state, attempting to do this with multiple versions would be impractical.  Therefore, Virginia will be adhering to the original NEMSIS deadline of 12/31/2017 regarding the collection of v3.3.4 data.

[EMS Users] EMS Data Submission Compliance Reports (Jul-Oct 2017)

The Division of Trauma and Critical Care within the Virginia Department of Health, Office of Emergency Medical Services (OEMS) has just released the EMS Data Submission Compliance Reports for Jul-Oct 2017.  See the following link in the Knowledgebase for the reports.  The reports are generated each month and provided to the Director of OEMS, the Division of Regulations and Compliance, and the Rescue Squad Assistance Fund (RSAF) Grants program.

Note: The reports include only data from the Elite VAv3 system.  Any reports from the V2 system are out of compliance and are not included in these reports.

The data in the reports are compiled from VAv3 (Jul-Oct 2017) records as of 11/28/2017.

EMS Data Submission Compliance Report, Jul-Oct 2017 (All EMS Agencies)

The report shows the total records submitted by agencies by month.  Below are the compliance status categories on the compliance report.  Both compliant and non-compliant agencies are listed on the reports.
  • FR - Full Reporting (Green) - EMS Agencies Reporting All 4 Months
  • BR - Behind Reporting (Yellow) - EMS Agencies Missing 1-2 Months
  • NR - Not Reporting (Red) - EMS Agencies Missing 3-4 Months

EMS Data Validity Score Report, Jul-Oct 2017 (All EMS Agencies)

The report includes the average monthly validity score by agency by month.  The scoring ranges for the validity scores are shown below.  The average validity scores are calculated from the system validity scores with all types of responses (911 responses, transports, etc.).

  • Green/Acceptable = 98-100
  • Yellow/Below Average = 95-97
  • Red/Poor = 0-94
  • Black/Poor < 0

[EMS Users] Vital Signs Data Quality Report (Aug-Sept 2017)

The Division of Trauma and Critical Care within the Virginia Department of Health, Office of Emergency Medical Services (OEMS) has just released the Vital Signs Data Quality Report on EMS responses with trauma patients with missing vitals for Aug-Sept 2017.  See the following link in the Knowledgebase for the report.  The report shows the number of trauma patients along with a summary of the percentage of patients with vitals documented (at least 1 vital sign measure documented or Pertinent Negative value).  If a record has a specific vital sign measure missing, but the Pertinent Negative is documented, then the vital sign is considered documented.  Also, the report has been de-identified to not show agency name.  Please refer to your new Agency Data ID that was previously sent to your agency.

The report was created from recommendations from the Trauma Performance Improvement Committee (TPIC) to generate increased awareness on the importance of documenting vitals with trauma patients.  Vitals (Systolic Blood Pressure, Respiratory Rate, Glasgow Coma Scale (GCS) Total) are an essential required part of determining Step 1 criteria from the Virginia Field Trauma Triage Decision Scheme.  Please review your data to identify if your agency has any performance improvement opportunities.

See the Methodology attached to the report for the report criteria.  The report is compiled from patient medical records submitted to the Virginia Pre‐Hospital Information Bridge (VPHIB) program (VAv3) with the Virginia Department of Health, Office of Emergency Medical Services (OEMS), Division of Trauma/Critical Care for Aug-Sept, 2017 as of 10/30/2017.

Also, a shared report has been setup in VAv3 Elite Report Writer to help identify and review the actual reports with your agency that are missing vitals.  See the instructions below.  You must be an EMS Agency Administrator or an EMS Agency Medical Director in the state VAv3 Elite system to access the report.  Please contact us if you need an account.

Run Shared Report in VAv3 Elite Report Writer
  1. Login to the state VAv3 Elite system - https://elite.vdh.virginia.gov/elite/?organizationId=virginia.
  2. Select Tools in the top menu and then click on Report Writer.
  3. After the Report Writer page opens, click in the search box on the left and type ‘Trauma Incidents Missing Vitals Data Quality Report’.  The report should show up under “Shared Reports’ in the Data Quality folder.
  4. Once you see the report, click on the report name to open.
  5. Enter a date range for you report such as 9/1/2017-9/30/2017 for Sept 2017.  If your user account is associated with multiple agencies, select an agency to run with the report.
  6. Then, click on the ‘Generate Report’ link located in the top right of the page.
  7. When the report completes, you will see the details with your report.  To download the report, go to the ‘Actions’ tab at the top left, go to Export, and then click on a file format such as PDF or CSV.
Note: The report will return multiple lines for the same record based on how many vitals are documented with the record.  The Incident ID field uniquely identifies each incident in the report.

[EMS Users] New Schematron Files are available

New Schematron files (v3.3.4 and v3.4.0) have been posted on the NEMSIS website and are available there for download.  For, all agencies that have purchased an EMS system, please make sure your software vendor knows these files have been posted.  EMS agencies that use the Virginia Elite system exclusively can disregard this notice.
