VPHIB v3 Protocol List v3.2.0 (rev. 5/1/15)

Attached is the list of protocols accepted by VPHIB for use with eProtocol.03/Protocol Used, dConfiguration.05/Protocols Permitted by the State, and dConfiguration.10/EMS Agency Protocols. We are committed to being flexible with the submission of procedure codes, but need to utilize best practices based upon the national EMS data standard. When an agency determines it performs a protocol that is not listed; a request to add the additional protocol must be submitted to OEMS prior to submission.

Agencies are encouraged to request additional protocols as early as possible. Upon request to add an additional protocol, OEMS will evaluate the request and determine if the requested protocol is a duplicate to an existing protocol or if a better code should be used in Virginia.

OEMS will take one or more of the following actions when additional protocol is requested:

  • If the protocol is available within the national EMS data standard.
  • Review existing protocols for an equivalent protocol already in use and advise the agency of the correct/better protocol name to use.
  • If an equivalent protocol being requested is in use, we may advise the agency to simply re-label its procedure so the codes being used by the state and the agency are the same and the agency can use a protocol name better understood by its providers.
  • If the protocol already exist nationally; OEMS may add the requested protocol to VPHIB, but have the new protocol map to an existing protocol.
  • If the protocol is not available within the national EMS data standard; OEMS will work with NEMSIS TAC, our vendor, and other states to determine how to best collect the protocol being requested. This could be a time consuming process and agencies may need to create a custom element to capture the requested protocol.

Agencies are highly encouraged to avoid creating mappings within their software products when setting up its protocols and other lists. Mapping should be used as a last resort in order to prevent breaking the data standard and having data quality issues. Consult OEMS prior creating any mappings that are connected with the mandatory data element.
