The Division of Trauma and Critical Care within the Virginia Department of Health, Office of Emergency Medical Services (OEMS) has just released the EMS Data Quality Report for June 2019.  This report is generated each month and provided to the Director of OEMS, the Division of Regulations and Compliance, and the Rescue Squad Assistance Fund (RSAF) Grants program.

Please note the format of this report has changed.  Additional qualifiers regarding validity in the form of two questions have been added:

  • Question 1: Has the agency submitted all required demographics data?
  • Question 2: Are the values submitted by the agency allowed in the Virginia Data Dictionary?

If the answer to either question for an agency is “No”, the agencies average monthly validity score is automatically set to 0.00.  If the answers to both questions are “Yes”, then the average monthly validity score displayed is based on the records submitted for the referenced month.

Agencies listed as "No" on Question 1 need to use the FAQ posted by OEMS in February and ensure all items documented in the FAQ have been entered into the Virginia Elite system.  That FAQ can be found at:

For those agencies listed as “No” on Question 2, OEMS has created a spreadsheet which contains a list of all invalid values submitted by agencies during the month of June.  That spreadsheet can be found at:

There are two PDF’s attached to this article (these reports are sorted based on compliance with quality and the above 2 questions):

  • Data Quality Report June 2019:  This version contains information regarding agency validation scores for the last 6 months and the answers to questions 1 and 2 for the last 3 months.  This version is being provided to show agencies how their quality has (or has not) improved over a longer period of time.
  • Data Quality Report June 2019 (SV):  This “short version” contains information regarding agency validation scores for the last 3 months and and the answers to questions 1 and 2 for the month being reported.  This version is being provided for agencies or individuals that want to print out copies for distribution.

Questions 1 and 2 are based on the EMS Minimum Dataset and Quality Standards found in the Virginia Data Dictionary.  EMS agencies are required to submit data based on this standard per the Code of Virginia (regulation § 32.1-116.1) and EMS regulation (12VAC5-31-560).  While agencies are permitted to report above and beyond this minimum dataset, any additional data must use established NEMSIS 3 standards.  For more information on this, please refer to page 9 of the Virginia Data Dictionary located at the following website:
