Virginia Schematron – Effective 07.27.2020

These Schematron changes do not go into effect until 07.27.2020.
Over the past two years, OEMS has attempted to work with all agencies and vendors to ensure compliance with the Virginia Data Dictionary. While great progress has been made (OEMS appreciates all of the hard work many agencies and their vendors have done), there are still some agencies that continue to submit invalid values. As a result, this newest Schematron file contains a series of rules that block the submission of any invalid values for specific elements. Over the next 12 to 18 months, OEMS will continue to evaluate data quality and may add more rules of this nature and deploy additional Schematron files as needed.
As with the last Schematron file produced, this file contains logic to ensure all facility names (eDisposition.01) and facility codes (eDisposition.02) are an exact match to the facility names and codes setup by OEMS. Any record submitted where these are not an exact match will be rejected. As a reminder, this action was taken because of the numerous invalid destination names and destination name/code mismatches being submitted. Even though a record is rejected, agencies are still responsible for correcting any record that fails to import and submit the record as required under state regulations.
Please note that the generic codes (102, 103, 104, 105, 106, 107, &108) are exempt from the exact matching requirements since multiple facility names not defined need to be submitted. However, agencies need to ensure that generic codes are only used when there is not a code already assigned to a specific facility.
